（巴拿馬 - 2026 年 3 月 24 日） 巴拿馬港口公司就巴拿馬政府不合法接管巴爾博亞港和克⾥斯托⽡爾港貨櫃碼頭，並霸佔巴拿馬港口公司資產一個月後，擴?了對巴拿馬政府提出之國際仲裁索償，相關索賠金額現已提升至超過 20 億美元。

巴拿馬港口公司已於 2026 年 3 月 24 日向國際仲裁院提交補充資料，指出巴拿馬政府在過去一個多月內持續採取極端⾏政⼿段，包括強⾏接管並佔領巴拿馬港口公司兩個貨櫃碼頭、扣押專有及受法律保護的文件，以及一系列相關不當⾏為，進一步顯⽰巴拿馬政府針對巴拿馬港口公司已持續逾一年，並不斷升級。巴拿馬政府一再執意對抗，至今未就資產取用或補償事宜予以協調，反而以不實言論針對巴拿馬港口公司及其資產。

有關國際仲裁現正根據國際商會國際仲裁院規則進⾏。巴拿馬政府一方面持續於當地採取⾏動針對巴拿馬港口公司，另一方面卻仍未於國際仲裁程序中提交其⾸次答辯。事實上，巴拿馬政府曾明確表⽰尚未委聘法律顧問，並以此作為拖延的理由。如巴拿馬港口公司早前所警告，巴拿馬政府企圖拖慢國際仲裁程序、將不屬相關合約之第三方拉入本案件中，並且持續其攻擊⾏動，營造寒蟬效應，威嚇外國投資者。巴拿馬港口公司就巴拿馬政府提出之一切事項保留予以回應之權利。
