Highlights of China Unicom's 2026 Work Conference

On 8-9 January 2026, China Unicom convened its 2026 Work Conference. In accordance with the requirements of the Central Economic Work Conference, the Conference of Heads of Central State-owned Enterprises, and the National Industry and Information Technology Work Conference, the conference summarised the work achievements in 2025, prepared for the "15th Five-Year" development plan, and set out the tasks for 2026. It adhered to the principles of upholding integrity and innovation and focusing on main responsibilities and main businesses, taking "upholding integrity and innovation, and achieving steady and long-term progress" as the main keynote for the Company's development during the "15th Five-Year" period. With "connectivity", "computing power", "service", and "security" as the core arenas for fulfilling its responsibilities as a central state owned enterprise, the Company is transitioning from a "basic pipeline provider" to an "integrated digital service provider", acting as the "national team and backbone of the information and communications industry". Mr. Zhang Yunming, Deputy Minister of the Ministry of Industry and Information Technology, attended the conference and delivered a speech. Mr. Dong Xin, Chairman of China Unicom, delivered a speech. Mr. Jian Qin, President of China Unicom, presented a work report.

In his speech, Mr. Zhang Yunming introduced the new achievements in the high-quality development of the information and communications industry during the "14th Five-Year" period, and fully affirmed the work accomplishments of China Unicom over the past five years: it achieved new advancement in business development, developed new edges in its network foundation, stimulated new momentum in technological innovation, its service quality reached a new height, and demonstrated a new paradigm in the fulfilment of responsibilities. It is hoped that China Unicom will, in the new stage of development, take the lead in infrastructure construction, shoulder responsibilities in improving people's well being, act as a pioneer in cultivating new quality productivity, lead the way in promoting the integration of the real and digital economies, stay at the forefront of deepening enterprise reform, and safeguard the high-quality development of enterprises, so as to make new and greater contributions to achieving a good start for the "15th Five-Year" and serving the high-quality economic and social development.

Mr. Dong Xin delivered a speech titled "Upholding Integrity and Innovation, Achieving Steady and Long-term Progress". Mr. Jian Qin delivered a work report titled "Adhering to Integrity and Innovation, Creating Differentiated Advantages".

The conference pointed out that since the "14th Five-Year", China Unicom has promoted its high-quality development and actively served national strategies and continuously deepened integrated innovation, with its comprehensive strength, technological innovation capabilities, brand influence, and international competitiveness reaching new heights, playing an important role in the construction of Cyber Superpower and Digital China. In 2025, China Unicom adhered to the principle of seeking progress while maintaining stability and promoting stability through progress, earnestly fulfilled its economic, political, and social responsibilities, and actively exerted its influence in technological innovation, industrial control, and security support. The pace of high-quality development increasingly stepped up, achieving a sound conclusion to the "14th Five-Year" and laying a solid foundation for a good start to the "15th Five-Year": steadily progressing business, more robust infrastructure, fruitful technological innovation outcomes, continuously enhancing governance, and fortified security.

The conference emphasised that, facing the new journey of the "15th Five Year", China Unicom must resolutely unify its thoughts and actions, deeply implement the Company's "15th Five-Year" Plan, achieve steady growth in revenue scale, continuous improvement in profitability, prominent results in international development, significant enhancement in innovation capabilities, and scientific and efficient corporate governance. It should better integrate into and serve the overall national work paradigm, serve the high-quality development of the economy and society, serve the protection and improvement of people's well-being, courageously shoulder social responsibilities, and strive to create a new paradigm for the high-quality development of China Unicom.

The conference pointed out that the general requirements for the work in 2026 are to fully, accurately and comprehensively implement the new development philosophy, adhere to the general keynote of seeking progress while maintaining stability, insist on upholding integrity and innovation and focusing on main responsibilities and main businesses, focus on the core arenas of "connectivity", "computing power", "service", and "security", strive to create differentiated advantages and develop new quality productivity according to circumstances, so as to achieve a sound start for the "15th Five-Year" and promote the steady and long-term high-quality development of the Company.

The conference specified that in 2026, the Company should solidly advance work in four areas: First, in terms of safeguarding "connectivity", the Company should focus on new business expansion, existing business operation, value enhancement and network construction. Second, in terms of strengthening "computing power", the Company should strengthen resource deployment, technological research, cloud-network integration, and regional development. Third, in terms of "service" optimisation, the Company should bolster product innovation, brand building, service enhancement, refined management, smart operations, talent development, and resource allocation. Fourth, in terms of "security" assurance, the Company should enhance security capabilities, ensure corporate security, and serve national security.

The conference required that China Unicom must resolutely unify its thoughts and actions, deeply implement the Company's "15th Five-Year" Plan, continue to deepen scale-based value management, continue to deepen AI based integrated innovation, continue to deepen product-based customer experience, and continue to deepen responsibility-based capability systems.
