From December 28 to 29, 2023, China Unicom held its 2024 work conference in Beijing, comprehensively implementing the spirit of the Central Economic Work Conference, implementing the major deployments of the State Council, and earnestly implementing the requirements of the central SOE leaders' meeting and the national industrial and information technology work conference. The conference summarized the work in 2023 and planned for the missions in 2024. Mr. Zhang Yunming, Deputy Minister of the Ministry of Industry and Information Technology, attended the conference and delivered a speech. Mr. Chen Zhongyue, Chairman of China Unicom, delivered a speech.
Mr. Zhang Yunming said that the information and communication technology (ICT) industry has been exploring and forging ahead, gradually forming and increasingly firming up the direction of advancing the modernization of the industry, leveraging the modernization of mindsets, systems, and work capabilities to accelerate the modernization of ICT infrastructure, the ICT industry, ICT governance, and cybersecurity. Mr. Zhang Yunming fully affirmed the work achievements of China Unicom in the past year: China Unicom was firmly focused on building a Cyber Superpower, continuously strengthened its capabilities, deepened reforms, built advantages, and achieved remarkable results in network construction, technological innovation, communication support, customer service, and security support. In the new era and new journey, he hoped that China Unicom would coordinate and unify the responsibility of advancing the modernization of the industry and the goal of building a world-class enterprise, and move forward in the direction of "excellent products, outstanding brands, leading innovation, and modern governance", realizing the new sublimation of the enterprise's mission, vision and strategy, and creating a new landscape of high-quality development. First, always adhere to the fundamental position of putting the people first, deepen the construction and rectification of work style, and improve user satisfaction; second, always adhere to the basic principle of self-confidence and self-reliance, further consolidate advantages, cultivate and refine, and open up a new path for the modernization of ICT enterprises; third, always adhere to the scientific attitude of preservation and innovation, build a talent center and an innovation highland, and achieve breakthroughs in key core technologies; fourth, always adhere to the requirements of problem-oriented practices, dare to challenge and be good at challenging, accumulate experience and promote development while solving problems; fifth, always adhere to systematic thinking, promote the scale development of 5G and industrial Internet, and promote the deep integration of digital technology and the real economy; sixth, always adhere to the global mindset, deepen international exchange and cooperation, and deeply integrate into the global industrial landscape.
Mr. Chen Zhongyue delivered a speech entitled "Focusing on the Main Responsibilities and Businesses, Fulfilling Our Missions and Responsibilities, and Creating a New Landscape of High-Quality Development of China Unicom".
The conference pointed out that 2023 is a critical year for implementing the "14th Five-Year Plan". In the past year, China Unicom earnestly performed its responsibilities as a central SOE, fully assumed the main responsibility of building a Cyber Superpower and Digital China, coordinated and advanced the "Nine Resolutions" and "Five Efforts", worked hard and steadily, and achieved new results in high-quality development. It strengthened the value of scale and achieved remarkable results in business development; strengthened capacity building and continuously consolidated its growth foundation; strengthened its responsibility bearing and achieved remarkable results in serving major events; strengthened reform and innovation and accelerated its transformation and upgrade; strengthened bottom line awareness and continuously strengthened its risk prevention ability.
The conference emphasized that China Unicom will bravely shoulder the mission of the times and make new and greater contributions in the great journey of Chinese-style modernization. To advance the new journey and promote the business development of China Unicom, the core requirement is to serve the national strategy, the primary mission is high-quality development, and the inexhaustible driving force is reform and innovation. In the practice of advancing the new journey and bravely assuming the new mission, China Unicom must follow the requirements of the State-owned Assets Supervision and Administration Commission of the State Council on strengthening the management of main responsibilities and businesses, enhance the development strategy, and deepen the strategic execution; must adhere to serving Cyber Superpower and Digital China construction, safeguarding national cybersecurity, acting as the key contributor of digital information operation services and the pioneer of digital technology integration and innovation, and accelerate becoming a world-class technology service enterprise with global competitiveness; must adhere to "Strengthen and Solidify, Preserve and Innovate, Integrate and Open", become a leading enterprise via technology, talent, reform, digital transformation and brand building, and optimize its key action plans.
2024 is the 75th anniversary of the founding of New China, and also the 30th anniversary of the establishment of China Unicom as well as an important year of its continuous endeavours. Facing the new situation and new missions, China Unicom will fully, accurately and comprehensively implement the new development concept, adhere to stability, progress and breakthroughs, focus on the main responsibility of building a Cyber Superpower and Digital China, develop Connectivity and Communications (CC) and Computing and Digital Smart Applications (CDSA) businesses, and create a new landscape of high-quality development of China Unicom.
The conference specified that China Unicom should focus on several aspects of work in 2024: first, to solidly promote the high-level technological self-reliance and self-improvement. Continue to strengthen the research on key core technologies, continue to strengthen its role as the chief of the modern industrial chain of network security, continue to strengthen its key technological innovation capabilities, continue to strengthen professional and technical talent team building, and continue to strengthen the commercialization of innovative achievements. Second, to solidly promote high-quality development. Fully implement the Connectivity and Communications (CC) Development Action Plan and the Computing and Digital Smart Applications (CDSA) Development Action Plan, deeply penetrate segmented markets, and fully strengthen brand building and value creation. Third, to solidly promote high-quality network and service. Deeply implement the Digital New Infrastructure Action Plan and the High-Quality Service Action Plan. Fourth, to solidly promote in-depth reform and high-level opening up. Fully implement the Reform Deepening and Upgrading Action Plan, and fully deepen digital transformation and open cooperation. Fifth, to solidly promote high-level security. Safeguard cybersecurity, promote precise fraud prevention, and ensure production safety.
